Our Story

Tetra Mechanical Services LLC was built on the backbone of Local 638 steamfitting expertise and a deep understanding of New York City’s most demanding mechanical environments. Founded by Robert Covelli and Joseph Demasi, both seasoned Steamfitters with nearly two decades of field and leadership experience, the company emerged from years spent managing large-scale HVAC, piping, and fire suppression projects for major institutions like NYU, Con Edison, and the Port Authority. Their hands-on leadership style and union workforce knowledge shaped Tetra into a firm grounded in safety, precision, and schedule-driven performance.

From complex campus boiler replacements to critical-path infrastructure upgrades, Tetra has consistently delivered under pressure. The team has contributed to landmark projects including JFK Terminal 6 and multiple NYU and power generation facilities, coordinating major mechanical systems while maintaining uninterrupted operations. Their ability to manage union crews, meet strict deadlines, and uphold uncompromising quality standards has earned them a reputation for reliability across the metropolitan New York area.

Supporting this field strength is Tetra’s integrated in-house capability—BIM coordination, 3D modeling, AutoCAD and SprinkCAD drafting, spool sheet production, fabrication, and hydraulic calculations—all working in sync from preconstruction through installation. Regulatory Compliance & Authority Structure

Tetra Mechanical Services LLC operates under a strict safety governance framework aligned with Federal OSHA regulations, New York State labor laws, NYC Department of Buildings requirements, and NYC Site Safety Training (SST) mandates. When multiple standards apply, the most stringent requirement governs. In addition to regulatory compliance, Tetra formally adopts the MCAA Safety Manual for Mechanical Construction Workers as the minimum standard for mechanical construction practices. Project-specific General Contractor safety plans are integrated into our operations to ensure seamless coordination and full site compliance across New York City and Long Island.

Field Safety Programs & Core Controls

Safety is embedded into every phase of field operations. Our program includes comprehensive hazard identification and control systems covering personal protective equipment enforcement, hazard communication and chemical safety management, fall prevention, lockout/tagout energy control procedures, electrical safe work practices, confined space authorization, excavation and trench protection, hot work permitting and fire watch coordination, and material handling and rigging controls. All field personnel are properly credentialed, trained, and authorized before performing regulated tasks. Work does not proceed unless required safeguards are verified and in place.

Training, Accountability & Continuous Improvement

Tetra Mechanical Services LLC maintains mandatory training requirements for all field personnel, including OSHA 10 or OSHA 30 certification, NYC SST credentials, and task-specific instruction for high-risk activities. Regular toolbox talks and site-specific safety briefings reinforce hazard awareness and procedural compliance. Every employee is granted stop-work authority without retaliation and is required to report unsafe conditions, injuries, or near-misses immediately. Safety performance is actively monitored through incident review, documentation controls, and annual program evaluations. Production schedules and cost considerations never override safe work practices.
